Things You Need Know Before You Import Prints Books/Audio/Video Products to China

Do you know anything about imports of prints( books, magazines, etc.)? Are all types of prints allowed to import by post? Shall posted prints be taxed? Hereunder, Seahog, a professional customs broker in China, will share something about import & export of prints. 

What are prints?
Pursuant to relevant regulation of Order #161 of General Administration of China Customs, PRC Customs Supervision Measures on Entry & Exit Prints and Audio & Video Products, prints refers to duplicates reprinted on paper or other common materials using use images or original manuscript as printing plates. 

Are imported prints and audio/video products for personal use dutiable?
China customs grant duty-free inspection and release for imported personal used prints and audio/video products within below regulated quantity.
1.Offprinted book, newspaper, periodical publications, 10 pieces or less per person per time.
2.Single audio/video products, 20 pieces or less per person per time.
3.Books or other publications issued as set, 3 sets or less per person per time.
4.Audio/video products issued as set, 3 sets or less per person per time.

When imported personal used printed and audio/video products exceed above regulated quantity but are still within the reasonable quantity for personal use, customs shall collect import taxes on the exceeding section in accordance with the relevant regulations on import taxes for imported articles as specified in PRC Import & Export Tariff Regulations.

In what circumstances, prints and audio/video products shall handle customs clearance procedures as imported goods.
In one of below circumstances, China customs will handle relevant procedures in accordance with laws on all imported prints and audio/video products as imported goods 
1.Personal carried or posted offprinted books, newspaper, periodical publications, exceeding 50 pieces per person per time. 
2.Personal carried or posted single audio/video products, exceeding 100 pieces per person per time
3.Personal carried or posted books or other publications issued as set, exceeding 10 sets per person per time. 
4.Personal carried or posted audio/video products issued as set, exceeding 10 sets per person per time
5.Other circumstances that form characteristics of goods. 

How to declare overseas donated prints and audio/video products?
To declare overseas donated prints and audio/video products, the donee unit shall submit Donation Letter issued by the donator, the accept letter by the donee, and the relevant packing list. When the overseas donated prints exceed 100 pieces or the donated audio/video products exceeds 200 pieces, the donee unit shall submit approval documents issued by the competent department of State Council and the above mentioned documents. 

Can religious prints and audio/video products be imported?
Personal carried/posted religious prints and audio/video products that are within reasonable quantity range for personal use are allowed to import.

When personal carries/posted religious prints and audio/video products exceed reasonable quantity for personal use, customs will collect import taxes, do inspection and release based on the proving document(s) issued by National Religious Affairs Administration or its entrusted Provincial Level Religious Affairs Administrative Department or other competent department(s) of State Council. When the mentioned proving document(s) can not be provided, China customs will handle pursuant to relative regulations in PRC Customs Implementing Regulations on Administrative Penalties. 

Religious prints and audio/video products that are sporadic are prohibited from importing.

Prints and audio/video products that contain any of below contents are banned from importing.
1.That against the fundamental principles determined by the Constitution.
2.That endanger state unity, state sovereignty or territorial integrity.
3.That endanger state safety or harm national honors and interests.
4.That attack Communist Party of China, that slander Government of the People's Republic of China 
5.That incite ethnic hatred and ethnic discrimination, that undermine ethnic unity , or that infringe upon ethnic customs . 
6.That preach heresy and superstition.
7.That disturb social orders, that undermine social stability.
8.That advocate obscenity, gamble, and violence, or that instigate people commit crimes 
9.That insult or slander others, that infringe upon other¡¯s legal rights and interests.
10.That endanger social morality or ethnic cultural traditions which are fine and excellent.
11.That are prohibited from importing by National Competent Department
12.Other prohibited contents as regulated by laws, administrative regulations and the State. 

Prints and audio/video products that contain any of below contents are banned from exporting.
1.That contain any of the above mentioned contents
2.That involve state secrets.
3.That are 11.prohibited from exporting by National Competent Department.

How Customs will deal with prints and audio/video products that are prohibited from import?
When transport, carry or post prints and/or audio video products that are prohibited from importing and exporting and yet declare to customs honestly, customs will take over the subject items, or order the owner to get them returned , or get them destroyed or technically processed under customs supervisions. 

When transport, carry or post prints and/or audio video products that are limited from importing and exporting , and declare to customs honestly , yet not able to provide permit documents, customs will grant the owner to get the subject items returned. 

Are there any qualification requirements for enterprises that undertake import business of prints and audio/video products. 
Import business of prints and audio/video products shall be run and operated by enterprises that approved or appointed by the competent administrative department of State council. Any enterprise or individual shall not run or operate import business of prints and audio/video products. Other enterprises or individuals that import prints and audio/video products shall entrust the enterprises that approved or appointed by the competent administrative department of State council as import party to handle import procedures with customs. 

Unless otherwise regulated by the State, the import party shall provide the import permit issued by National Press and Publication Administration, packing list and other documents for customs clearance in China to handle import procedures.
