Consignee Archival filing  - Red Wine Import

1. According to CIQ,  consignee archival filling is required when importing red wine into China. Here comes a question: does the filing company need any qualifications? Well, it depends on the exact import port. NingBo port, for example, the consignee can easily get the filing done as long as it has import & export right, while at Shanghai port, it must has import & export right and food circulation permit both.

2. What materials the consignee must provide when apply for filing£¿ The consignee only needs to fill the filing form, which mainly about the basic imformation of the company. Fill the form, submit it for approval, get the filing number, and provide it at  customs inspection .

Required documents - Red Wine Import Customs Clearance:
1. Certificate of bottling date
2. Certificate of origin
3. Health Certificate
4. Certificate of Analysis
5. Original certificate (triplicate)
6. Chinese version of original label (colour printing, triplicate )

Some countries may not issue Health certificate. In this case, the official free sale certificate could be the substiture of health certificate. Still, the health certificate is a better proof.

Customs Clearance Process of Red Wine Import

1. Purchase red wine and arrange shipment to import port. For China importer, CIF would be the best choice. Normally, we handle FOB or CIF. Better not take EXW as it requires China importer pick up goods and do export declaration which always means hassle, trouble and cost increase

2. Red wine arrival -docoment enchanging - pay fees.

3. Customs inspection - get entry certificate. The supervision condition for red wine is A/B, which means red wine should take legal examination. Normally it takes 2-3 working days to get entry certificate.

4. Customs clearance. China Customs mainly check documents, appraise goods value and examine goods. The inspeciton rate for general importing goods is 80%, especially for the first-time import goods. Customs official may issue inspection order to examine goods after documents review. Normally, the inspection is about the actual existence and the authenticity of the goods. The official  makes  inspection report and submit it to the official who is responsible for the final document examination. And then follows appraisal of price. (As prices is relevant to taxes, many importer wonder whether we can declare lower price so as to save taxes. Better not. We suggest you truthfully report goods price and do not risk taking chances. Remember, when it comes to prices, customs officials know much more than you. Actually, they can simply check it out throught  system. A delay to customs clearance will easily occur because a false or concealed declared price.)  In the end,  the tax form comes out, the importer pays it, and China customs release goods.

5. It is not yet done.  Here comes sampling test by Inspection Bureau. We need to drag container(s) to customs supervision warehouse from the port and pick up inspection official to carry the test. Normally, three bottles will be drawn from each variety. BTW, the customs official also draw samples when porforming inspection. The samples will be sent to specialized laboratory for test. And all we need to do is waiting the result.

6.  Examination of  label archival filing - making label. Many clients ask: can we paste label while waiting the sampling test result? Again, better not - espcially when there are lot of varieties. We concern that the test result is not the same as declared. And wine grape varieties might easily go wrong.  Here comes the questions?  How many red wine varieties are there ? Well, many people are used to call grape wine as red wine. So put it right, how many grape wine varieties are there? - dry, half-dry, white, half-white. And dry grape wine is divided into dry red, dry white and so on. But sometimes your privider may sell half-dry grape wine as dry wine to you, which leads to the test result is different from the declared varieties. In this case, you need to re-paste, which increases costs and brings hassles. So, better paste label when the test result has come out.

7. After inspection official check the labels, the goods can be sent to the appointed desitionation. And finally, the red wine import customs clearance is completed.

PS:  since it takes relatively long time to clear red wine. So better apply longer  rent-free period before booking to avoid high container detention charge.
