The China Customs clearance for imported red wine involves many procedures. SeaHog, the largest China customs Brokerage company and China import  agent, shares the main steps as follows:

shipment arrival - > > inspection declaration - > customs declaration- >tax payment -> China customs inspection-> cargo release - >spot-check or sampling inspection by CIQ- > examine and verify the samples and Chinese label -> issued the health certificate(with this certificate, this batch of imported can be sold at China market )
Note: Some economic zones or ports require that commodity inspection and Chinese label filing get done before declare to customs.

Importer Shall provide health certificate issued by the exporting country or area of the red wine. Imported red wine, except duty-free imported red wine, shall label with a Chinese label according to Chinese General Standards for Food Label and relevant provisions. The port supervision and inspection agencies for imported food hygiene and quality will add a CIQ mark , and issue health certificate  (original copy and duplicate) for those qualified, while the import of unqualify goods will be forbidden. Customs will collect taces and release cargo based on the import license issued by competent department for foreign economy and Release notice signed and issued by The port supervision and inspection agencies for imported food.   

Required customs clearance documents and materials for imported wine are as follows

1, Agency contract, sales contract, invoices and packing list in triplicates each.
2, Chinese label,  electronic edition of original label,  translation file of original label (or the certificate of preparation file for Chinese label);
3, The official health certificate of export country (or free sales certificate), certificate of origin, analysis report by the manufacturer
4, fumigation certificate, statement shows that there is no wood in packing;
5, bill of lading for sea/air transportation.
6, Documents required by other port management institutions.

When the shipment arrives at the port, declare inspection first, then declare to customs, commodity inspection at last. The goods will be returned if  fail to pass commodity inspection.

Commodity officials need to check declared goods in surveillance zone to see if the packing meets the standards and whether Chinese registered trademark is complete. Additionally, they will review documents of the goods, including health certificate, origin of certificate, quality certificate, etc issued by export country. If  wooden pallet is involved ,  "fumigation certificate¡± will be required for a check.

Commodity officials will do spot check on a thousandth basis to see if the goods meets the state sanitary standards for imported food. The remaining samples will be kept for record. If the goods do not meet the standards, it will not be allowed to import into China and will be returned or destroyed.

When commodity inspection is finished, you shall proceed to declare cargo value to customs and pay taxes. The procedures are the same as other imported goods. Customs will check the authenticity of CIF price of imported wine. So you must prepare some persuasive material to avoid customs distrust and customs pricing which will be much higher than declaration price.
