How to Handle China Import Customs Clearance When Goods Are Returned to China£¿

In foreign trades activities, it is quite common that goods that have been exported from China are returned back to China for various reasons, which is called shutout or returned goods. Seahog, a China customs agent with years of experience,  has rich experience in handling China customs clearance for returned goods.

As pictured you can see a China customs declaration sheet for a shipment with returned honey that Seahog¡¯s Guangzhou customs agent helped handle the import customs clearance procedures. Based on this case, RenFan would like to share

Three conditions shall be meet to declare the import goods as returned goods.
1.The goods has not been exported for over 1 year.
2.The importer can provide a full set of original export declaration documents
3.The importer can provide the certificate that proves the export has not yet obtained tax refund and the refund tax for the export has been returned.

The required documents for handling the import customs declaration of returned goods include packing list, invoice, contract, return agreement, letter that presents detailed information of the return, the report issued by CCIC, the original export documents, certificate that proves the export has not yet obtained tax refund and the refund tax for the export has been returned.

Returned goods do not need to pay import duty and value added tax during the China import customs declaration, as long as the three conditions are met. In addition, Customs at most port of China only accept the import declaration of returned goods with quality issues. If you have goods to return back to China, it is suggested to consult with an experienced China customs declaration agent and check if all required documents can be provided.
